the float on otc markets and the last fins on pinksheets.com that was in dec or jan. was 38 mil. then feb. 14 it went to 165 million , that means the shares that are freely tradeable in the open market quadrupled very recently. please refer to the recent filings. 300 million a/s happened over a yr ago.
