Finalized agreement to prevent bloodshed.

This agreement has nothing to do with Petquilla or Symterra and Cobre Panama. This is all about Cerro Colorado that is far away. There were never any plans to start mining there during Martinelli's Administration. I imagine Varela will develop Cerro Colorado in 2015 and by then the Indians will be crying for them to do so.

So the stage is now set. I think if there is a big protest on the 24th the riot police will deal with it firmly.

2 h 43 min ago: The president, Ricardo Martinelli, signed on Tuesday a decree law, consisting of 5 items, where the government undertakes not to exploit mines in the regions in an attempt to appease the great Indian leaders plan demonstration at the intersection of San Felix, Chiriqui, on Thursday demanding the repeal of Act 8 that amends the Mining Code.

The district chief Rogelio Moreno, the Ngöbe Bugle, and other Indians met with the Government and endorsed the compromise document with legal status.

Martinelli after 6 pm said there was a social debt to all the inhabitants of the districts, so it will take resources to develop and promote housing, health and education.

"This decree is said loud and clear that the Government will not promote or initiate or approve until 2014, when the end of our mandate, any mining concession, or copper, or any other material not only in the Ngöbe Bugle but in any of the other regions. "

The decree, signed by Martinelli, said ratifying the commitment not to initiate, not to promote, not to approve the exploration and exploitation of the mines of Cerro Colorado or any other site within the jurisdiction of the Ngöbe Bugle and other regions .

Rule 2: Build a High-Level Committee consisting of the traditional authorities Ngäbe Bugle Comarca and national government authorities in order to define the general framework of a "social program for the development of the Shire Ngäbe Bugle", the holders which will monitor the portfolios of Health, Labour, Public Works, Education, Housing and Social Development, coordinated by the Ministry of Government.

Article 3: To agree on a Cabinet Council in the Shire Ngäbe Bugle, where the respective portfolio holders submit specific action plans for the "Social Programme for the development of the Shire Ngäbe Bugle" for the years 2011 to 2014, duly agreed between the parties.

Article 4: The National Government undertakes to respect the principles and rights under the Charter of the Ngöbe Bugle and the fifth article of the enactment.
