I think it is good for shareholders?

I don't think their request to withdraw the Form 15 has anything to do with shareholders. They're considerably behind in their filings: they haven't submitted financials since the Q for the period ending 30 September 2008.

In order to file a Form 15 to deregister, a company must be current with its filings. SFSH isn't.
