The job description already says that Interdigital is in San Diego, CA. Maybe IDCC and QCOM are "partnering" if they claim to have a "development center" in San Diego? From the Job Description:

InterDigital has approximately 300 employees across three locations. The company is headquartered in King of Prussia, outside of Philadelphia, PA, with additional development centers in Melville, New York, and Montreal, Quebec, Canada and San Diego, CA.
