Hmmm...that's why I think the SEC should have a VOLUNTEER program.

Similar to another enforcement agency, the US Coast Guard.

The US Coast Guard Auxiliary...ever get pulled over and ticketed in your boat for not have the proper amount of life preservers or fire extinguisher aboard, from a guy that looks like he retired a 100 years ago?!?

Well, that's your Coast Guard Auxiliary volunteer, helping enforce watercraft safety!
