Nobody is making stuff up.

In order to have a communication with the shareholders there has to be a statement that is also available to the public in order to satisfy the disclosure requirements (see notice, constructive vs actual)

It's similar to the Public Notices one sees in the classifieds of the newspaper of record for a city or county.

As has been noted several times on this board, the public isn't necessarily drawn to the website by Field Reports.

The public is drawn to the website by way of the Press Release.

While both means are public, only one has the reasonable expectation to draw the public to the website.

chris and several other posters have noted that on several occasions that have been previously discussed here.

If you don't know the difference I cant help that. I don't understand why a guy would cling so tenaciously to his ignorance.
