This is the problem. Lots of sales at .0003 but no movement off the offer. This is for 2 reasons. The company (IMO) is the big seller and because other MM's may be holding (relatively) small shorts and if they move up that will weaken their position. If they lean on it they can try and buy stock cheaper. THAT IS THE REASON IT WILL NOT MOVE UNTIL THERE IS A SURGE OF BUYING. When the surge comes the MM's who are short will rush to cover and by doing so they will move off the offer as will other MM's sitting on the offer. That will get the momo going in the right direction.
