"This facility is planned to be operational within the next 90 day" unquote.......it does not say if they have permits in order to construct a smelter.....permits will be required....this process can take much longer than 90 days and depending on enviromental concerns it may never happen.....so lets not rush to judgement about who is wrong at this point.....some of us did not just fall off the turnip truck yesterday LOL........have fun with that.....as I see it....
