Letters of Interest is meaningless. When you submit a proposal you go out and find vendors that will either supply you with parts or services. They write a one page letter saying what they intend to do or that they may be willing to participate (supply parts, offer services, etc.). Since 3DIcon didn't specify Boeing's stake or interest, I can imagine it was only pertinent to the NASA proposal that didn't get funded. Letter of Commitment is more important and usually means their interest is beyond the proposal (speaking from 10 years experience in grant proposal writing).

My concern is that they have a press release either 1) about a grant that didn't get funded (they didn't specify which grant they applied for but I'll assume SBIR) or 2) that they will recieve in the future.
