WMB held other companies under it's umbrella. I don't think that's disputed. And I think that's what the original poster was asking -- could/can/did WMB hold other companies, like WMB fsb. The answer, to the OP is yes, it can, and did.

Off the top of my head, I believe WMB held Pike Street Holdings, while Pike Street Holdings held WMB fsb.

WMB could not own WMB fsb directly.

Again, I am basing this off memory.
