Close enough?

I answered: ".....they don't hand out orders to the DOJ. They occasionally enter a complaint in the US District Court and seek an asset freeze within a month as they have in the AEHI case, when there ARE ASSETS and when they are concerned that they might disappear."
And they haven't done anything that you described 4 or 5 times since November.
So what's "close enough"?
The fact that neither civil nor criminal charges have yet to be filed against the parties isn't meaningful and absolutely does not suggest that they won't be.
