I believe a board would vote no on an approval because of spite.



Come on, this isn't Walmart we are talking about. Besides Ray Peterson (representing the department of agriculture) stood and looked at the other board officials and said "After all, we all want to see this happen...(short pause)...correct" and every remaining board members either shook their head in agreement or replied with a strong "YES!"
