I am not aware of how or why this is done but have been told that it is done often. I suspect that it allows freedom in trading no matter how the stock is moving and ties into high speed computer trading. Thats my guess. sorry I don't know more but the reasons was to teach me to not take the short interest too seriously as the underlying reasons for creating shorts is more complex than my ability to think about them.
