I'm not a psychologist, so sorry for putting in my two cents.

My opinion is that Monk is a guiltless predator with a convincing act, who has a keen sense about who is most vulnerable. The evidence is that he knows exactly he's doing, and it's all aimed at lining his own pockets with complete disregard for what he does to others.

In addition, there are now dozens of seemingly credible posts by various people supporting the idea that Monk is a willful con man. For example, check out this thread by TinaMarie, where she claims that Monk had offered her money to promote CDIV:

Note also that Monk has surrounded himself with like-minded, guiltless con men. Why do these people who moderate the FLD boards show up to every Monkinar? Does anyone honestly think the tens of thousands of posts by these people on the FLD boards reflect their sincere enthusiasm for these companies? Most of those people have multi-year track records of promoting numerous pump-and-dumps on IHUB before Monk appeared on the scene.

It's easy for predators to find easy marks on public boards. In the case of this poor woman Cindy, it's easy to find out that she is inclined to convince her family and friends to throw money into these types of things. Here's her first post on CXAC (now trading at $0.0001; she probably bought in about 7X higher):
