Amex listing timing speculation to SP

Speculating what would be more beneficial to share price
having Amex application listing annouced by GTEL before strat launch or after, assuming that it is already accepted but not yet annouced.

I lean towards before since managment would want to attract Fund managers and other institutions which are restricted to invest in OTCBB stocks.

Anyone cares to post their interpretation and opinion on Amex listing timing.
