Here's a little focus...
So, the CIO of Homeland Security is having a meeting with a company just yesterday morning.
He shows a slide or two from the PowerPoint deck about the department's priorities.
The #1 priority for Homeland Security in 2005 is INTEGRATING 6 networks and then "scanning and assessing" for vulnerabilities in those networks. That's right: just "scanning and assessing," not even fixing (or "remediating" as the jargon goes.)
It is pointed out during the meeting that the Coast Guard, which is now under Homeland Security, has purchased 40,000 seats of an enterprise vulnerablity management software that does more than just "scanning and assessing." The CIO of HomeSec calls the CIO of the Coast Guard.
A fascinating conversation ensues, "So... did you know that you've got those 40,000 seats of...?"
Papers shuffling. "I haven't heard that. I think I remember attending some sort of presentation..."
"Well, you purchased those seats. Surely, you are aware of that..."
Sound of a career losing buoyancy in the background. More papers shuffling. Slamming of file cabinet drawer. Muffled voices. "Well, 40,000 is a lot of. I suppose we could look into actually using them, ya know?"
