Big organization politics. If PWC just spent X number of $$$ developing their own solution, there's probably some " sticky-ness " to them wanting to hold on to the in- house solution to justify the development costs.

Recognize that those who are responsible for the administration of the security platform probably report up through a different hierarchy than the developers, at least for a number of management levels.

Many times what happens is that all of these projects need to be brought through the budget process, then at the end of the year there's a pot of unspent money that can be used on a discretionary basis by lower level managers. Many times this is an opportunity to bring in new technology on a "pilot" basis.
