Fog... The crux of the problem is this: although IDCC (or any other company) has X number of shares issued and outstanding, the current "rules" allow for abusive short-selling to the extent that purchases of stock, in aggregate, can add up to much more than the actual shares outstanding in the company.

With regard to reporting of institutional ownership, the shares owned are a percentage of the company's outstanding shares as opposed to the number of shares in the system.

Confusing isn't it.
