IBBD gets reinstated? Ran to .09 on 62000 vol. Is this like r/m into a shell or was this a gray that had lost its transfer agent.

Recently Etrade dropped a couple of inactive stocks from my account claiming no transfer agent for several years, wouldn't those shells still be on the grays? TDAmeritrade dropped one also that is still doing business but not trading.
