If Dundee, Consolidated and so on are freeing up shares for new investors to purchase, then perhaps they anticipate a rise in share price. Even though they are selling shares (or 'freeing' them up as I'm suggesting), they may see a net increase in their remaining holdings if the share price does appreciate significantly.

Our average daily volume over the last year has been very low. Could that be because shares were locked up by these bigger companies?

I don't know...all of this is my interpretation (and imagination).
