With paypal accounts that are newly opened "are" considered "Unverified" and from my old ebay seller days when i was payed by an "unverified" paypal account it was issued as an eCheck which had to clear before it would show up in my account, i have seen this go for a month before clearing. With Paypal Accounts that are "Verified", paypal will transfer funds (credit funds) to the receiver from sender immediately . If the receiver decides to transfer those funds to his/her bank account it takes 3 to 5 days for that money to show up in that bank account. If the paypal sender shows insufficient funds in their bank account then the receivers paypal account will go negative. Now comes the dispute that will have to be taken up by you (Receiver) through paypal againest the sender to have it resolved. If there are to many of these payments that have insufficient funds then the receivers paypal account can be frozen for having such a large negative balance. And from what i remember, only frozen from withdrawing money to your bank account until the account goes positive, there's the problem... takes weeks or even months to resolve this. Also if the receivers paypal account is frozen because of the above mentioned and the disputes are not resolved, the receiver must bring that negative balance back up to netural before paypal will unfreeze it.Which means he/she (receiver) has to pay paypal back that money.
