Outlandish?
To suggest they have met their design parameters? Why would you assume they HAVEN'T met them? The ship has flown as recently as a month ago, and as we've seen was featured in a defense magazine just today. I'm not saying there won't be continuual tweaking. This is ground breaking, new tech. But they designed the STS-111 to look like it does today. They designed it, and built it to their specs. What's outlandish about that?
What's OUTLANDISH is suggesting that history is always repeating itself.
Outlandish is suggesting that since Kroplin has never had a "winning" design, (your words), that his "record of failure will no doubt continue." That's not only outlandish but arrogant. One doesn't have to be an aeronautical engineer to see there is a lot of promise in the segmented design of the statellite, the way it will move with the winds.
