I very much doubt it's finished. I doubt that it will be truly finished until the date it is filed. They will work on it through the morning of Monday, November 1. Then they will print it out and file it at almost exactly 5pm on Monday. That's how I see this happening.

The examiner doesn't need to have a finished report in order to be in a position to work (next week) with the concerned party on how he will disclose or redact the confidential info they provided.

I do not recall anything in the latest order (on the extension of time for the Examiner) about the parties getting complete copies - in any form - prior to November 1.
