It is not illegal for EIGH to declare a special dividend and then retract it. Stupid maybe, but not illegal.

It is not illegal for a group of investors to go long in a stock. Ever heard of an investment club?

It is not illegal for a group of longs to speculate that a short squeeze will happen due to ILLEGAL manipulation of price through the use of naked short selling.
