Dr. J. Neil Birch Executive Vice President, Chief Technical Officer

Dr. Birch is the Chief Technical Officer of ASA and a member of the Advisory Board. He is the President of Birch Associates, Inc., a Washington , DC based systems engineering and consulting firm. He has served as Chief Scientist for the U.S. Navy in communications, command and control, and intelligence (C3I), and as Deputy Assistant Secretary of Defense for C3I. Dr. Birch has participated in and managed many large scale, international advanced technology projects working with overseas partners to support global defense needs. Representative projects include leading a team of senior technology representatives to oversee a large scale Mid-East Defense Program; assisting the government of France ("TCSF") in the areas of satellite communications and C2 systems; completing the design of a space and reconnaissance program for the Thailand military and a communications and reconnaissance system for the government of Zambia; and serving as the principal design engineer for a military and civil defense communications system for Trinidad/Tobago. Author and lecturer of various technical reports and articles on space communications, Dr. Birch is a Fellow of the Institute of Electronic and Electrical Engineers and the Outstanding Engineer Alumnus of the Catholic University of America. In addition to his expertise in modulation, coding, multiplexing, and transmission of information, Dr. Birch is an expert in spread spectrum multiple access systems and has published research in cutting-edge arenas including time-varying multi-path transmission channels.
