Strange how the email from the DEC specifically says they suspect there will NOT be a comment period. I'm going to side with the DEC's expertise and understanding on how their own process works. Though they cannot "promise" anything, I suspect that their suspicions are worth their weight in gold compared to any of our suspicions on what is required or not required.
