Looks more to me like Al was taking the word of some idiot, who when actually pressed to produce factual information, looked for any excuse to backtrack his claim.
The guy tried asking for a car. Then he wanted two cars. Kept pushing figuring at some point he'd find an out. It all smells of garbage to me.
