In this case, the survey was wrong. The person who did the plat measured to the south line of the wrong survey which gave the wrong coordinates. They would have had to put a drilling rig on top of sombody's house 7,265 feet south of where it should be. No doubt it would have added another 15 feet or so to the drilling (depending on the pitch and size of roof on the house)
All kidding aside. My hat's off to the Texas Railroad Commission for keeping this bunch straight. Earlier the surveyor had put wells #2 & #3 on the exact same spot which caused delay of a couple of months.
