Perhaps you can shed some light on this:

My contact in Mangadan says that this $3,000,000 deal will get them an 18% Value Added Tax refund, $540,000.00 and nothing else will change. We will see nothing, just the Russians will divi up the $540,000 with big smiles on their faces. He claims this is business as usual in Magadan.
