Just my observation and I am certain many here will disagree:

From my experience (banking), when a new management team is being brought in for a turn around situation just about every decision that CAN be postponed WILL be postponed. The Joint Statement of Compliance was filed on September 7th which obviously indicates that the required settlement discussions were prior to that. The first day that Mr. Steven Elop was on the job at Nokia was September 21st. I suspect that even if terms for a Nokia/IDCC settlement had been outlined during settlement discussions that Nokia’s Board would defer to their incoming CEO for final approval of any settlement. JMHO
