Agreed. Also worked with some gov't contracts and you never know until it is done. First, you have the beurocrats that have virtually no incentives to get something done not to mention done quickly. Then you have the politicians who can change in a minute what the uninspired beuroctat doesn't have a great deal of incentive to do anyway. That is unless the politician he is beholdin to tells him to get er done
