it's the gov't - how can you definitively say until you have a signed agreement? I worked in contracts all the time - it's never definitive until the contract is signed and in your hands - verbal definite is 90%, which is what this sounds like. He's not going to put his ass on the line until it's signed, sealed delivered...I don't blame him.
