Would some responsible regulator start with the contract violations his company had with the Denver Public School System in Jan. 2001? Denver public schools had severe budget problems after DM sold them contracts he had no intention of filling. He was just getting warmed up. These were not risk-welcoming investors. This was a public school system he defrauded. (He shut down the company, Aurora, immediately after news hit the papers.) See the Rocky Mountain News archives from Jan. and Feb. 2001, still on-line even though the paper was shuttered.
