Realistically parties may have given Hochberg trouble, and he may have straight up told them, "if you cooperate, I will be nice to you on the 7th". In other words, Maybe Hoch is playing fair, and giving them the benefit of the doubt until proven dirty, or more commonly known as: Innocent until proven guilty.
