The MM must file Form 15c2-11 with NASD (FINRA) for listing - remember Pinksheets is a QUOTATION system not an exchange or listing service. Once accepted by NASD, uplisting to OTCBB should follow shortly and the MM is the first to know NASD response - even before USOG.
