Read the court documents. When Paul purchases the Bio Harp he must uplist to otcbb due to the purchase price. Its a sec law. He had a lawyer in place to do it before Sam took off with the goods. Now, when this deal is done he will uplist to the otcbb. That pr was the biggest hint in the world and I only think a few people get it.
