I doubt any is "earmarked" for GTEL at this point. Lockheed already has a $40M contract to produce a high-altitude airship for the military. It's timetable is a couple of years out though. So if GTEL puts one up now, that contract could be terminated and the remainder of the money reappropriated to GTEL.
