Speaking from an engineers point of view we have a mis use of verbiage there. A Hydro Reactor is a is a hydrogen fuel cell esq type of reactor. It requires a small amount of energy to take hydrogen from water. The gas is inturn combusted. There are a few penny stocks that do this however the law of energy show that using energy to make energy for use to in turn create energy its a wash or very little savings. The words that should have been used here are hydro reaction turbine. Now why one is being turned on says to me this damn is new and has just started typically they start turbines one by one until the facility is at operational capacity.
