I don't know what you are talking about. Wave hired trusted logic to perform software coding and paid them for their work. They needed it for the Finread effort. Trusted Logic did it because that is what they do. STM built a TPM and licensed the TSS from NTRU because it made more sense than trying to do it themselves and more sense than trying to get it from Infineon (as if they could). Wave's ETS is the logical softweare to use with the TPM.
All of these working relationships can certainly lead to more opportunities but somehow you are assuming the initial actions themselves are based on more than I think makes sense to me.
