High Frequency Trading will have oversight and be regulated. They are working out the details now. There is a lot going on and a lot of pressure on the SEC to change their ways. In the past the SEC was a training gounds for young college grads to get some experience and then move on to wall street, that will also change.
The High Frequency Trading is already being used and gives Funds a jump ahead of the retail trade. New rules will come into effect.
Congress is finally paying attention to the problems encountered by the retail investor and the screwing the Brokers have been giving the public.

This is only my opinion!
