I have been keeping a close eye on this arena also. The sad thing is that these manipulators have moved on and they are actually ready to give up this grey area so that their rort on Algorithmic Trading/High Frequency Trading is allowed. Exchanges are developing platforms for them to become even more efficient so the info from your last 3 post won't make any difference at all to Penny stocks. HFT has opened the door for Blue Chip Stock manipulation also.
