It has been my experience through TDA and Zecco that the BUY has to settle in order for your funds to be tradeable again. It usualy takes a couple/few days for that to happen and when it does, once you sell you should immediately be able to use the funds again. If you buy and sell the same day, you can't use the funds again until the BUY order is settled. Like I said, that's with TDA and Zecco. Could be different with your broker. Some brokers have some strange conditions when it comes to Pink Stocks.
