Your foregtting they went on a junket to Bolivia. That ain't cheap airfare, what with the new fuel tax, departure tax, security tax, taxation tax, brass tax, etc.

An optimist might think they were trying to raise all the capital from their own resources except that there would be many smarter ways to do it through a series of discounted warrants or options but what the heck do i know about it. At least we haven't seen any convertible debentures yet, lol.
