not sure what your question is - basically NOK gets free access to IDCC TDD patents in exchange for the development fees they paid to IDCC.

WTDD is being deployed by companies like IP Wireless in a standalone fashion, and can be used in the unpaired spectrum licensed by many 3G operators. TDSCDMA is likely to see deployment in China and may cross over to Europe in a dual-mode fashion.

I don't recall the recent discussions about TDD being passe', but if Samsung is serious about TDSCDMA they need to license with IDCC.
