How can you say I am wrong when IDCC states:

I stated: What I take from this paper, is a Fixed Fee Royalty-Bearing License is a combination of fixed fee and per unit royalty.

You highlighted: The exhaustion of Prepayments and Current Royalty Payments are often calculated based on related per-unit sales of covered products.

Not sure why you use this as proof that a Fixed Fee Royalty-Bearing License is not a combination of fixed fee and per unit royalty. To me, this indicates that when a certain number of units sold exhausts the prepayment, additional per unit royalties will be due.
