Waterfront home owners look for expedited help

Many waterfront property owners are finding their property exposed to the oil slick as it makes its way into the bay and sound, and the Gulf Breeze City Council has reached out to help.

Groups of homeowners and property owners associations will be allowed to petition the council to form special assessment districts to prepay for coastal protection for the shoreline and rip rap from tar balls and oil. The homeowners gathered bids for landscape filter cloth, turbidity curtains and additional booming to protect the waterfront communities, and the citizens will pay for the protections themselves.

“The Governor’s Executive Order authorizing emergency measures to protect against the spread of oil authorizes (the city) protective measures that are not afforded to individual citizens,” City Manager Edwin “Buz” Eddy said. “We are only acting to assist these homeowners as they pay to protect their waterfront, we are not paying for this. Time is of the essence, and we want to do any and everything we can to assist our citizens in protecting their waterfront areas, waterfront areas we all appreciate and benefit from.”

The Peake’s Point Homeowners Association introduced the concept June 15, requesting city assistance to expedite the protections.


“The city stands a better chance of getting reimbursements than private parties,” explained Peake’s Point HOA President Charles T. Simonds. “Should the city be successful in obtaining partial or complete reimbursement, it could then return the appropriate portions to the Association, less of course, portions necessary to reimburse the City for any manpower costs or other expenses (incurred).”

The city also launched a detailed booming plan for the west end of the city, the peninsula’s most vulnerable shoreline.


“No plan to protect any property is going to be 100 percent effective,” Eddy cautioned. “But we are doing everything we can. The last line of defense is taking oil absorbent cloth to each one of the waterfront homeowners.”
