Ya gotta spend the two bucks and read the artical in the Wall Street Journal-----
EPA said to use the stuff to disperse at the well head...
then it said no and BP continued...then it said yes.
A lotta confusion, misinformation, lack of knowledge in dealing with State, local, federal governments along with BP's lax involvement.
