My theory is that this setting up Season 4 in the following way:

Jessie did not shoot Gail but rather convinced him to disappear till Jessie and Walt have an opportunity to kill Gus and his henchman and take over his drug enterprise. Of course I am not sure how Mike fits into this little scenario of mine. I guess because he is ruthless he has no real loyalty so Jessie and Walt can buy him off?

Overall I found the final episode intelligently scripted but missing the excitement of episode 12.
