My understanding is that Exobox engaged with OSR to design a viable product level solution (which at the time would have been focused on Windows XP, since Vista wasn't even done yet,) and provide Exobox with a proposal on how to implement that solution. The design phase done, a proposal for moving into development was delivered and the next step was for Exobox to procure the funding to move into the implementation phase. To date, Exobox has not managed to fund that development effort (and at this point, everything would need to be revisited as the world has changed in the past four years, and a good design really can only see out to about the end of the development cycle - 12 to 18 months.)
As for OSR doing work of this type speculatively, it's a small company, rent has to be paid, payroll has to be met. That's the nature of small consulting firms. On the other hand, I know well that OSR has helped many start-up companies execute their technology development effectively and that in turn has led to many successful exits.
I suspect that even now if Exobox procured funding they could move forward with development.
