Even if PMDP does not get the BP contract to clean up the spill, they will probably get a chunk of the action as a subcontractor to the contracting firm, asI don't know of any one oil clean-up firm that has the resources to clean that huge mess up. The contracting firm is going to have to farm some of the work out, and there aren't that many companies with the equipment to do so, which greatly increases the chance the PMDP is going to get a piece of the action.
